They are physical certificates that are required to be redeemed with your rental (Hertz CDP#1757580, and PC#36713 in the US).  It does require advance reservation (24 hours in the US), and is good for renting "Compact" up through "Premium" car classes.  There are not good for one-way rentals. According to the Hertz website, Hawaii and "New York Metro" are blacked-out for Nov. 25-29, so you couldn't use them then and there.  When reserving, you use the CDP# (printed on the cert) with the PC#; and then turn in the cert when you rent - either at the counter when picking up, or when returning the car. Whenever it's been close to the expiration date, I've taken them to the counter to make sure they were credited at the front end of the rental. Hopefully, all the terms and conditions are visible in the picture below, so please read them and avoid surprises! I have also listed them at the bottom of the listing.
